Andrew Cozens

Andrew Cozens CBE is a leading national social care and health policy analyst and improvement specialist with over 40 years’ experience in the social care sector.

Now working independently, including as an associate for the Local Government Association, he was formerly strategic adviser to local and central government on children’s services, adult social care and local government’s relationship with NHS for the Improvement & Development Agency for local government and the Local Government Association from 2006-12. Before that he was director of social services for Gloucestershire County Council and Leicester City Council. He has worked with over 80 councils in England and Wales since 2012.

Currently he is Chair of the National Development Team for inclusion, Vice President of Carers Trust, Board Member of MHA and a trustee of the Barchester Charitable Foundation.

He was President of the Association of Directors of Social Services in 2003/4.
